What is an Independent Waiver Program?

Home and community based waiver programs enable individuals to live in a community and remain as independent as possible.

Who qualifies for services?

Individuals between the age of:

  • 18-59 (OLTL Waivers)

  • 60+ (PDCA Waivers)

Individuals with:

  • physical disabilities

  • traumatic brain injuries

  • diabetes

  • arthritis

  • chronic asthma

  • heart/kidney problems

  • hypertension

  • cancer

  • stroke

  • paraplegia

  • Parkinson’s disease

  • MS

  • Huntington’s disease

  • developmental physical disabilities such as cerebral palsy, autism, epilepsy or similar conditions

  • both mentally-art and non-mentally alert

Who is eligible for the program?:

Individuals must:

  • Be a resident of Pennsylvania

  • Be a citizen of the United States or immigrant lawfully admitted for permanent residence

  • Have medically determinable impairment which can be expected to last at least 12 months

  • Because of the disability, need help to complete daily living tasks, self-care, understanding and use of language, learning, mobility, self-direction and/or capacity for independent living

  • Have income limit not to exceed $2,022 (monthly gross)
